So I asked on the Bukkit forum for a list of issues that still need to be done before a 1.0 recommended build is released and they got back to me with this web page:

As of this post there are 2 major issues and 106 minor issues listed on the site. Based on the amount of time it takes them to correct each issue I'd expect a recommended build in a couple weeks.
