Is it possible to mute/ignore a person who comes onto the IRC?

Being actually online and muting/ignoring someone who you personally find annoying is one thing. However, when someone comes onto the IRC and started to either spam the chat or talk to themselves, kept logging on and out of the IRC, and also logging onto the IRC when they are actually online themselves and sort of spamming chat, is very annoying. Like i mentioned earlier, it's one thing to mute/ignore someone who's online, but what about doing that for someone who's on IRC? Besides that is it possible, to prevent one from coming onto the IRC when they themselves are already online on the server? It was alright once or twice/ a short time, but to do that repetitively is straight up annoying.

Phoebe did that again ? The first time it was annoying, but I guessed she was drunk or something...

Hahaha it wasn't Phoebe for me, it was Bloxel, like it was alright the first time, but after that it was just annoying.
