Changes to Towny Town/Nation upkeep

The upkeep for a town used to be 5 Rickies a day, it is now 30. The upkeep for a Nation was 50 Rickies a day, it is now 60.

Why the change? - Our server is full of abandoned towns, just absolutely full of them. This change is to fasten their demise. Previously it cost 1,825 Rickies to keep your town up for an entire year, now it costs 10,950 Rickies. This is more than most abandoned towns have so it is my hope they will start disappearing over the next 12 months leaving free space for players and significantly reducing our Towny database size.

I like these changes very much. I never did like how cheap a town was for anyone who just joined the server, it was practically a 1 time purchase for the town because upkeep was so low. Plus it gives a new thing to buy now that ranks can't be bought lol.

this is a step in the right direction. Rickie accrual is pretty easy as it stands, and to add some meaning to a town, it should cost more.

as long as you are an active player the rickies you get from just being logged in will cover the cost easily
