Atmospheric soundscapes

I was browsing around on planet minecraft today and I found this: http://www.minecraftforum.net/forums/ma ... -simulator
It is a Forge based mod not a plugin but I was wondering if that would be possible to implement as the owner has provided the mod's source code. I think it would really help some builds by providing an atmosphere that will affect the 'feel' of the area.
