its in the renmx wiki, but i cant use it. is it disabled? it is used with a sign and [Print]

I tried this "Message Emitter" mechanic exactly as shown on the tutorial video and I got: "You don't have permissions to use this vehicle mechanic!" so it must be disabled, and yes it is listed on the RenMX Wiki so we'll have to fix that. Thanks for bringing this up!

IC / Mechanic Name: MC2020 and MC1020
Description of what it does: Its a 3 bit and 1 bit (respectively) RNG, could be useful for randomization or etc.
