Where are you going to buy it, and how much are you going to pay for it?

Please tell me how good this system is :)
It's too good.

There are computers that are able play all games at maximum settings for a much smaller price tag. Especially that GTX TITAN, I'd highly recommend getting a PC with a GTX 780 instead if you want to go for maximum gaming performance.
However, unless you're fine with paying a lot, you can still get a much cheaper (usually about 2 times cheaper!) computer by building it yourself.
Yes, this was a completely unnecessary post. Deal with it.

One time, I saw a thread in another forum looks like a troll post at first but became a "serious" discussion that reaches up to 9 pages (10-12 posts per page).

It's just a troll post. He doesn't intend to buy that PC he probably went on to a website for a boutique builder and set everything to the most expensive option. Many of these selections make no sense and poorly chosen like the 3970X processor, the XFX PSU, the 800D (As opposed to the 900D) the single Titan etc.

What computer do you use to play around Pri? I use my mac book pro for everything really but I heard that upgrading the hard drive with an SSD helps improve speed. I spent way too much in it to just let it go so easily so I would like to improve it before I have to let it go.

Still runs fine, I guess I just get jealous of all the nice equipment I see mentioned here often

This is not a troll post, i simply directed him here to get some guidance of building a computer.
As i know there's a whole lot of players here who know how to build one, and what to put in it.

He has a budget of about 7000USD (where he got the money from i shall not say because of personal/ private information)
So if someone bothered to make a top build computer for him it would be great. As we dont know the top specs, nor the top performance items.

Ok I will make and post a build.

EDIT:// Here you go: http://pcpartpicker.com/p/16qPz

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i7-3930K 3.2GHz 6-Core Processor ($499.99 @ Microcenter)
CPU Cooler: Corsair H100i 77.0 CFM Liquid CPU Cooler ($99.99 @ Newegg)
Motherboard: Asus Rampage IV Extreme EATX LGA2011 Motherboard ($429.99 @ Newegg)
Memory: Corsair Dominator Platinum 32GB (4 x 8GB) DDR3-1866 Memory ($347.99 @ Amazon)
Storage: Samsung 840 Pro Series 256GB 2.5" Solid State Disk ($209.99 @ NCIX US)
Storage: Samsung 840 Pro Series 256GB 2.5" Solid State Disk ($209.99 @ NCIX US)
Storage: Samsung 840 Pro Series 256GB 2.5" Solid State Disk ($209.99 @ NCIX US)
Storage: Western Digital WD Black 4TB 3.5" 7200RPM Internal Hard Drive ($272.98 @ SuperBiiz)
Video Card: EVGA GeForce GTX 780 3GB Video Card (2-Way SLI) ($653.98 @ Newegg)
Video Card: EVGA GeForce GTX 780 3GB Video Card (2-Way SLI) ($648.99 @ SuperBiiz)
Case: Corsair 900D ATX Full Tower Case ($349.99 @ Amazon)
Power Supply: SeaSonic X Series 1250W 80 PLUS Gold Certified ATX12V / EPS12V Power Supply ($249.44 @ Newegg)
Monitor: Dell U2713HM 60Hz 27.0" Monitor ($584.99 @ Amazon)
Total: $4738.30
(Prices include shipping, taxes, and discounts when available.)

If you want to spend more money just to get closer to the 7,000 USD Budget then add a 2nd or even a 3rd 27" Display for Surround use. And even then you could probably budget in Titans instead of the 780's if you want to get right on the 7K amount. But the above config is very good and way under budget leaving you money to spend on other stuff.
