If we're trusted with World Edit, I don't see why we can't have permission to place boats and carts.
I have a couple of games which depend on the usage of them, and I know Hall has at least one too.

Boats and Minecarts?
Im assuming the usage of both boats and minecarts have been removed due to issues with lag regarding mass placement of them, but is there any way for higher ranked people to place them?
