Shortage of mobs on survival server

My friend kjhmario told me that he has had a hard time finding mobs on survival. I have noticed this myself, is there a reason for this?

If you're inside a town or near the spawn city or any protected zone then yes as the mobs are off in all of those. You need to be in the wild to find mobs.

yeah when I have been wandering the outer parts of the map lately I get swamped sometimes with mobs of mobs. Definitely no shortages there.
