Copying Issue

This probably isn't a big issue but my city Bella Valle, a roman-Italian themed city. Building code is brick roofs. But someone has copied my idea with a city named Rome
I just wanted to know the deal on idea copying and if anyone could help.

The server has been down for awhile...i dont know what im gonna do about this guy's plagiarism when i get back on.
