i was SUPER duper happy to come back after a few months and see this!

That to me sounds like Moderator Abuse. Using their 'powers' to change somebody elses land and claim it as their own? Whoa there bro. We're dealing with some badasses over here.
Rules wouldn't change for a moderator, but IMO there should be a demoting or ban. Grief is grief. I think it may have been done for one of two reasons or both
1. Crazy has not been on for a LONG TIME so they assumed he wasn't coming back.
2. They thought Crazy was banned.

There is going to be a full investigation and we will speak with both members of staff to hear their stories. If we find there was wrong doing they will be demoted. Zero tolerance, no exceptions for staff.

When Tagwat showed me Crazy's spawner he had mentioned to me that Crazy had been banned. (I wasn't sure if it was temporary or even true, regardless I was not a mod at the time so I couldn't see for myself.) Thinking it was true, we used his end spawner only for it's sole purpose, to get xp. (NO town claims were issued and Tagwat and myself were the only ones to visit there I might add) I am truly sorry for that and I hope crazy can forgive me. As for placing/destroying blocks I did place a few anvils, not affecting the structure whatsoever but if repairs are needed I will be glad to compensate for any damages that I have caused. I personally do not recall destroying many, or even any blocks, but if I did, I will be more than happy to compensate for your troubles... You may also talk to Tagwat about any changes he made. (I did see some block change by him at the end of the spawner... something with a door?) Again I am truly sorry,Crazyspazman is an amazing builder and I hope that we can deal with this matter peacefully. I will not be bothering the structure again. Have a great day (or night depending on where you live....)

P.S. To Vodka, I am sorry for this mess, I shouldn't have intruded with Tag. If you feel it goes to the extent of a demotion, then I understand.

To IceDevice: At the time I was not a mod, I was a basic member.

Abuse is abuse regardless of reasons, grief is grief regardless of reasons. Taking something for your own because it is assumed the owner is banned is still grief, so IMO a punishment is in order.
