The QuickShop plugin makes this really easy for both the buyer and seller. You can learn how to use it here: http://www.mxpulse.com/board/viewtopic.php?f=32&t=2868
You can start a store anywhere, the first time I used Quickshop chests, I called it a yard sale and it was in my front yard! Check with your mayor to see if this is legal in your town. People on the server are building huge malls for buying/selling with these... for example the recently completed mall in the town Riverbed.
