I prefer iRandomness' suggestion of night-only PVP in the wilderness. Now, there is no risk/reward for killing (players only drop a max of around level 6 worth of xp) and the only way to get a player's items now is to kill them repeatedly until they run out of money. Overall, I don't think this has/will fix the problem as much as the night-only idea.

To be honest I want to discourage random killing, removing the reward is a good way to do that.
We've lost a lot of players due to Minecats killing random people they find in the wilds. People that didn't want to PVP. They lost their items and left the server for good. Not just the new people that joined but some of our older regulars who have been playing with us for over a year called it quits.

I have never been a huge fan of PVP... On an old server i played on, the people with the best gear would go out and kill the ill-equip people and steal their gear and xp. This, as expected, turned me off to PVP. IMO, if you have beef with somebody, settle it with a game of spleef

As far as risk/reward - looters have almost zero risk and full reward while those who are having to watch out for them have a very high risk with no change or even a decrease of reward. When someone drops behind me in full enchanted diamond armor with enchanted diamond sword against my iron then gets everything I've just been mining for the last hour, well, again I don't see any risk to the looter and all the reward.
These changes shift the focus of PVP to the arena where the risk/reward is evened out or even shifted. If someone is really confident in their skill then they could offer a 5:2 split of diamonds (challenger gives 5 and takes 2 for loss or win) to entice challengers, for example.
IMO, being kings of the arena would be a far better goal and title than the best looters, after all.
I did enjoy the strategy the former pvp required but I am very interested to see how this shift plays out, especially before 1.2 rolls out and a new onslaught of new players begins.

I like this idea too in theory but in reality only noobs are exposed. I think the price for keeping stuff should be a bit higher though... That's way too cheap. Make it 1k. Otherwise, I think you should make a better system.

I may increase it, I may not. Keep in mind new players to the server only have $30 they get killed 6 times they are gonna lose there stuff and the Minecats target new players at the land gates.

Well if your only fear is that the minecats would kill/scare off the new players, just stick to the poll you made, and make it so that PvP is enabled at arenas only. That way people can have organized fights for loot, and others can minecraft in peace.
