CPU Fan & Heatsink recommendations

Okay, so the default Intel fan delivers perfect cooling, but it is a very loud fan, like louder than normally it should be. I think it was a little messed up when i got it because it didn't fit in all the way because one of the pins where bent a little. But anyways, the computer is extremely quiet but with that fan it has this weird noise that drives me nuts. Again, it cools everything accordingly but its quite loud, any suggestions as to what i should get? Under 30$ please.

I have a Coolermaster Hyper 212 Plus, great fan and it's quiet. I got it for around $30.

EDIT: I figured out the noise, it was actually not the processor stock fan. The noise was coming from the case fans, its a low humming sound. Kinda like electricity through a light. Now, normally this would not matter but it is alot louder than normal case fans, but hey, raidmax isn't that great of a manufacturer (never ever buy a raidmax powersupply), so i will likely be swapping all of these 120 mm fans with this kind of fan: http://www.newegg.com/Product/Product.a ... 6835146001

Total, it will probably run me up around 36 dollars.
